This is the first international workshop focusing on end-to-end systems and science aspects for supporting an array of forthcoming Low Earth Orbiter Missions.
OVERVIEW
This is the third announcement of the first international workshop focusing on the end-to-end systems necessary for supporting an array of upcoming Low Earth Orbiter Missions. This is a joint workshop of the International GPS Service, GeoForschungsZentrum Potsdam and the Jet Propulsion Laboratory.
Discussions over the past two years with the IGS and within the mission agencies have resulted in the consensus to convene this workshop. The objective is to determine the relative interest, roles and responsibilities of each interested and contributing party. It is widely recognized that the IGS can play an essential role in the ground support aspects of LEOs -- such a recommendation has been made by the IGS LEO Working Group.The ground network, a subset of the IGS tracking network, is being planned to provide high rate, low latency data for integration with the flight data for atmospheric occultation objectives. Precise orbit determination as performed by the IGS Analysis Center may actually benefit from an array of LEOs that serve as observing stations in space. This synergistic opportunity can signal the next enhancement of successful international cooperation for multi-purpose GPS applications.
The workshop goal is to bring together interested principals in these endeavors and attempt to derive plausible multi-mission support plans and roles, a starting point for the next decade.

GENERAL INFORMATION
Workshop Location
- All sessions will be held in the conference building of the GeoForschungsZentrum Potsdam, Telegrafenberg. For maps see:

- There are rooms available in the conference area for parallel splinter meetings. All persons or groups desiring space for splinter meetings are kindly asked to provide the Local Organizing Committee with full details as soon as possible.
Workshop Facilities
- The meeting rooms will be equipped with one 5 x 5 cm slide projector and two overhead projectors. Special requirements (e.g. video presentations) have to be announced at the Local Organizing Committee prior to the meeting.
Workshop Office
- The Workshop Office will be located in the Foyer area of the GFZ conference building. It will be open every day from 9 am to 5 pm.
Pre-Registration
- Participants are advised to register in advance by using the Registration Form (see below).
- The pre-registration fee is
- 160 DM / person before 26 February 1999.
- Afterwards, the registration fee is
- 200 DM / person.
- Only cash payment in Deutsche Mark or US Dollars will be possible at the workshop site. No credit cards, checks, purchase orders can be accepted.
- The fee includes all attendant costs of the Workshop plus break service each day and an evening reception.

- Because of the International Tourism Fair taking place in Berlin at the same time as the workshop, participants are advised to book their accommodation well in advance. The following hotels have blocks of rooms reserved for your visit to Potsdam:

- The art'otel is a new building located in a quiet, historical ensemble at the river Havel; 10 min tram ride plus 10 min walk. The single room rate is DM 150 (special GFZ rate). Breakfast and Lunch
Generally, a breakfast is included in the hotel charges. Lunch will be available at the GFZ Canteen which is located in the conference building.
Banks and Money Exchange
- Hotels provide limited check cashing services. Most banks exchange foreign Travellers checks and currencies. There are electronic cash machines at several bank locations in Potsdam.
Travel
The usual travel to Potsdam for foreigners is by plane to Berlin-Tegel or Berlin-Schoenefeld airports. There are railway, bus and taxi services from the airports to Potsdam. The distance from Berlin-Tegel is approximately 35 km and from Berlin-Schoenefeld 40 km.
Between airport Tegel and the city train station Zoologischer Garten there is a bus shuttle (Bus No. X9) and between airport Tegel and the train station Charlottenburg another bus shuttle (Bus No. 109). City train connections are from Berlin to Potsdam-Stadt (S7). The one-way taxi price is about 60,00 DM.
Weather
In March, weather can still be quite cold with temperatures ranging from 0 degrees C during the night and not much higher than 15 degrees C during daytime. Rainfall might be frequent.
